First Day of the 2023 Iowa Legislative Session

The 2023 session of the 90th Iowa General Assembly began Monday, January 9.

Legislative Branch Developments

Makeup of the 90th General Assembly:

Republicans maintain their majority in both chambers. House Republicans picked up four seats and now hold a supermajority in the House.

One-third of the legislature is new this year due to competitive elections following redistricting in 2021. There are 39 new Representatives and 14 new Senators. We will highlight new legislators each week in our weekly updates.

Executive Branch Developments

Significant Executive Branch Developments from the 2022 interim:

State Budget Outlook

The Revenue Estimating Conference (REC) met on December 14, 2022, to provide an estimate of expected state revenues for the rest of the fiscal year that begins July 1, 2023.

The panel estimated state revenue will be about $9.62 billion for fiscal year 2023, the current state budget year. That would be a 1.9 percent decrease from the previous budget year. The slight dip in state revenue is less steep than the 2.7 percent drop the panel estimated in October.

There will be minimal growth in fiscal year 2024, which starts on July 1, 2024. That increase is estimated to be 0.1 percent over the current year, about $10 million.

The Governor will deliver her Condition of the State address tomorrow, January 10, and she will outline her budget and policy priorities. Shortly thereafter she will release her budget proposal and the Appropriations committees in both chambers will begin to work on the numbers in her budget with a goal of delivering a budget for her signature within the next 100 days of the legislative session.

2023 Priorities — First Week Agenda
Caucuses have set priorities for 2023 in their leadership addresses. At this time, we expect the 2023 session to include legislation related to property tax reform, workforce, and education policy. We await copies of today’s opening speeches and will include links when we have them.

House

  • Speaker Grassley
  • Majority Leader Windschitl
  • Minority Leader Konfrst

Senate

  • Majority Leader Whitver
  • President Sinclair
  • Democratic Leader Wahls

Executive and Judiciary Addresses:

  • Governor Reynolds will deliver her Condition of the State speech on Tuesday, January 10, at 5 pm.
  • Chief Justice Christensen will deliver the Condition of the Judiciary on Wednesday, January 11, at 10 am.
  • Major General Benjamin Corell, the Adjutant General of the Iowa National Guard, will deliver the Condition of the Guard on Thursday, January 12, at 10 am.
