Legislative activity came to a close last week, as Governor Reynolds signed the remaining enrolled bills into law, completing action on all of the approved legislation from the 89th General Assembly. Governor Reynolds considered more than 150 bills this session (156 to be exact) and signed all except for one veto and one item-veto. The majority of these new laws become effective July 1, 2022. HF2493 Para-Educators Holding Substitute Authorizations
The Governor vetoed HF2493 in its entirety, stating that the relief provided in the bill that allow for para-educators to substitute in any classroom in the district was already provided by Executive Order for the 2020-2021 school year, and by administrative rules via the Board of Educational Examiners for the 2021-2022 school year. HF2558 Judicial Branch Budget
Governor Reynolds struck changes in the bill related to Iowa’s Judicial Nominating Commissions. The item veto struck two provisions:
- Section 7: Amending the sex-balance requirement for governor-appointed commissioners by replacing a simple-majority requirement, due to the impossibility as the governor appoints five members.
- Section 8: Eliminating a requirement that a senior judge automatically serves as chair of the commission and allowing commissions to elect their own chairs.
