Executive Order | Further Extending the TikTok Enforcement Delay
Extends the enforcement delay of the Protecting Americans from Foreign Adversary Controlled Applications Act, including actions against TikTok, until September 17, 2025. The EO bars the Department of Justice from imposing penalties during and prior to this period, and the Attorney General is directed to issue guidance and letters affirming no violations occurred. The EO also defending the Executive Branch’s sole enforcement authority under the Act, which has been contested.

Executive Order | Regarding the Proposed Acquisition of the United States Steel Corporation by Nippon Steel Corporation
Amends a prior order blocking Nippon Steel’s acquisition of US Steel to now allow the transaction if a satisfactory national security agreement is executed and enforced. The Committee on Foreign Investment in the United States (CFIUS) is authorized to oversee and enforce the agreement, with the President reserving the right to impose further restrictions as needed.

Grants the City of Laredo, Texas a permit to expand and operate the Laredo-Colombia Solidarity International Bridge, subject to numerous conditions, including compliance with applicable laws, environmental mitigation, and inspection requirements. Grants Green Corridors, LLC a permit to build and operate an elevated cross-border guideway in Laredo, Texas, subject to extensive conditions, including compliance with applicable laws, environmental regulations and obtaining approvals from relevant authorities. The permit is valid for five years from issuance, can be amended or revoked by the President and allows for construction only after all required permits, agreements and planning requirements have been met.

Authorizes the President to call at least 2,000 National Guard troops, and if needed other military personnel, into federal service to protect Immigration Customs Enforcement (ICE) officers, other federal personnel and federal property. The secretary of Defense, in consultation with the Attorney General and secretary of Homeland Security, is tasked with coordinating and managing these forces for as long as needed, up to 60 days.
